The Korean government made a decision to introduce next generation ITS as one of 140 major national tasks for the purpose of advancing systems to ensure traffic safety. Accordingly, it is necessary to migrate to “Cooperative ITS” in order to better protect people’s safety and lives. Korea is a late comer in the field of Cooperative ITS, and hence opted to take a fast track approach whereby service development, standardization and pilot project are implemented in parallel drawing from already developed communication technologies.

The Korean government established the basic plan to introduce next generation ITS for the purpose of decreasing traffic accident deaths to zero by 2030, and selected institutions to undertake a pilot project for next generation ITS in the fields of pilot project planning, standardization & certification, impact analysis and legal systems.

Korea Expressway Corporation was commissioned by the government to implement the pilot project. It entered into contracts with an agency to design the pilot project for next generation ITS in May 2015 and is planning on the completion of the project by May 2017.
