Ms. Hoyt is a highly regarded Public Affairs/Strategic Communications professional with 25 years of experience in healthcare grassroots advocacy, legislative lobbying, corporate communications, media relations and government affairs on both the state and national level.
She has been an active member of the Alliance Public Policy Committe as well as on the NAHC Advocacy Committee, NHCPO Legislative Affairs Committee and NHPCO HAN Board of Directors.
Previous industry leadership experience includes 10 years as the Chief Executive Officer for the Connecticut Association for Healthcare at Home. Working directly with home health, hospice and personal care agency providers and industry leaders, Ms. Hoyt facilitated dozens of state-level meetings with government officials, developed extensive grassroots advocacy campaigns and delivered in-person testimony at the State Capitol to advocate for legislative and regulatory issues and amplify the united voice about the value of “Healthcare at Home”.
She worked closely with the Chairs of the CT Human Services and Public Health Committee to educate state legislators on home health and hospice issues including EVV, the need to increase Medicaid provider payment rates, reduce regulatory scrutiny, address state audit practices and more. She assisted in drafting numerous proposed bills and worked with legislative staff and legal teams to improve the regulatory climate for home health and home care agencies.
Deb was a board member of the Forum of State Association Executives.
In 2019, Deb joined Axxess as Senior Vice President of Public Policy to build a corporate public policy and employee grassroots platform for the global healthcare technology company. In addition to her home health experience, Deb also has held highly visible positions as a former executive for a Fortune 100 health insurance company, a State Hospital Association, Managed Care Company and Chamber of Commerce.
