This innovative new system completely eliminates the need to drill holes through the ties (which often lead to cracks).  In addition, you no longer have to lie on the creosote tie deck and attempt to insert the hook bolts.  To install you simply pre-assemble the hook bolt into the accompanied bracket, pull forward to engage the flange below, tighten, insert the two lag screws and proceed to the next.
