Description

The presentation will explore an alternative delivery method for Accelerate Memphis: Activating Memphis 3.0. Led by the Department of Planning and Development, and funded by a $75 million bond issuance, the program aims to enhance and facilitate growth by implementing Memphis 3.0, the city's award-winning comprehensive master plan. It encompasses planning, public engagement, design, and construction for 37 sites with investments ranging from $400k to $8M. Projects include signal modernization, green streetscapes, traffic calming, multimodal infrastructure, and access control.

Launched amid the COVID-19 pandemic in 2021, the project faced several significant challenges, including managing design and construction simultaneously across numerous sites, adhering to a compressed timeline, navigating fluctuating material pricing and lead times, coordinating with multiple key stakeholders, and addressing the availability of resources.

By the end of this session, participants will gain a deeper insight into the practical benefits and challenges of employing a CMAR (construction manager at risk) delivery method for transportation projects. They will also acquire a framework for using Procore as an owner's representative tool, both in design and construction applications and example applications of web-based tools, including ArcPro, ArcGIS Online, and Accela.

Learning Objectives

At the conclusion of this session participants will be better able to:
• Identify the components of the construction manager at risk (CMAR) and key differences between design-bid-build versus CMAR.
• Detail the pros and cons of using a CMAR for horizontal transportation projects.
• Recognize the applications of web-based tools, including Procore and GIS to manage the design and construction of transportation projects.
