J. Douglas Whitaker – Doug is a Senior Attorney in the Office of Chief Counsel, Office of Principal Legal Advisor, U.S. Immigration and Customs Enforcement. In that position, Doug is responsible for providing labor and employment law advice to managers who oversee more than 20,000 employees in more than 400 offices as part of the Department Homeland Security’s largest investigative agency. Doug regularly represents ICE before the MSPB, EEOC and in arbitration hearings, and serves as Agency counsel in Title VII actions filed in various U.S. District Courts. Furthermore, Doug frequently provides assistance to the Department of Justice in appeals before the United States Court of Appeals for the Federal Circuit. In addition to the above activities, Doug is currently Staff Judge Advocate of the 36th Infantry Division in the Texas Army National Guard. As a JAG officer, Doug has served two tours in Iraq where he advised military commanders on the law of armed conflict and worked closely with the Iraqi government to coordinate the transfer of real property during the drawdown of forces. Doug is a graduate of University of Missouri-Kansas City School of Law where he was a member of the law review, and he graduated Magna Cum Laude from Northwest Missouri State University.
