Maxanne Witkin is the Director of the Department of Veterans Affairs Office of Employment Discrimination Complaint Adjudication (OEDCA). OEDCA is an independent adjudicatory office, established by Congress, that reports directly to the Department’s Secretary. As the VA’s Senior Executive responsible for civil rights adjudication, Ms. Witkin annually oversees the issuance of over 2,000 merit decisions filed by VA employees and applicants for employment. She is also responsible for issuing compensatory damages and attorney fee decisions. Ms. Witkin was the Chief Administrative Judge in the Merit Systems Protection Board’s Denver Field Office from 2005 – 2009. She was the first General Counsel, Department of Defense Education Activity, serving from 1999 – 2005. Ms. Witkin oversaw the Department of Navy’s EEO complaints processing program from 1997 – 1999. From 1988 – 1997, she was a staff attorney and litigator in the Department of the Navy’s Office of General Counsel. Ms. Witkin is a recognized authority on Federal personnel law and frequently lectures and writes about emerging trends in Federal sector EEO legal practice. Her articles have appeared in Federal Times. Ms. Witkin is a graduate of Syracuse University and holds graduate degrees in public administration and law from George Washington University. She is an active member of the Virginia State Bar.
She is the recipient of the Department of Navy’s Meritorious Civilian Service Award and the Department of Defense’s Exceptional and Meritorious Civilian Service Awards. She was appointed to the Federal Senior Executive Service in 2009.
