Tom Melançon is a Strategy Officer with FMCS’s Office of Strategy and Development. From June of 2016 until October of 2019, Tom served as a Mediator with the Federal Mediation and Conciliation Service. From 2009 to 2016, he served as the Dispute Resolution Program Manager with the Seattle Federal Executive Board. Mr. Melançon completed a bachelor’s degree in Business Administration and a master’s degree in Counseling from the University of Nevada Reno. Mr. Melançon was certified as a Mediator Practitioner in 2007. He has mediated dozens of collective bargaining disputes, employment discrimination cases, whistleblower complaints and grievances. He has coached for and led Mediator Training Programs at Dispute Resolution Centers in the Pacific Northwest, the EEOC, the Federal Mediation & Conciliation Service Institute and the King County Interlocal Conflict Resolution Group. Mr. Melançon co-developed and presented two-day Conflict Resolution for Supervisors and one-day Collaborative Conflict Resolution Skills for Employees trainings to hundreds of Federal-sector managers and employees in several states from 2013 through 2016. He has made presentations to FMCS’s National Labor-Management Conference, the Federal Dispute Resolution Conference, the King County Bar Association ADR Section, LERA’s Annual Convention, the Northwest LERA Conference, the Northwest Dispute Resolution Conference and the Seattle Federal Executive Board. When he isn't mediating, Mr. Melançon writes, performs and records rock and alt-country music in Washington, Oregon and Nevada with the band American Flats.
