Common wisdom tells us that developing performance plans is terribly difficult. Over the years, many recommendations for revising Chapter 43 were aimed at the need for better performance plans. In July 2019, OPM issued guidance that covered applying rigor in the performance management process, including crafting standards that set out rigorous expectations. Developing performance plans doesn’t have to be painful. Managers can do a good job with clear guidance about what the measures are intended to cover and some helpful hints on what belongs and doesn’t belong in a performance plan. Ms. Haga will focus on important MSPB decisions about the content of standards and some commonsense approaches to drafting effective performance criteria.
