Profile
Donald Names is an Associate Counsel and the Anti-Harassment Coordinator in the Office of Ethics Counsel for the National Credit Union Administration (NCUA). In that capacity, he is responsible for the management of the NCUA Anti-Harassment program. Prior to joining NCUA in April 2021, Mr. Names was the Deputy Assistant General Counsel (Manpower and Reserve Affairs) (M&RA), in the Office of the General Counsel (OGC), Department of the Navy. He assumed that position in May 2014. As the Deputy AGC (M&RA), Mr. Names supervised a staff of attorneys in various locations in all aspects of military and civilian personnel law, to include EEO, labor law, and the many ancillary laws governing compensation, conditions and benefits of appropriated and non-appropriated fund employment. Mr. Names previously served as Counsel for the Navy Office of Civilian Human Resources (OCHR) from September 2007 to April 2014. As OCHR Counsel he served as the principal legal adviser to the staff of the Deputy Assistant Secretary of the Navy (Civilian Human Resources), and the Director, OCHR. Prior to working at the Department of the Navy, Mr. Names enjoyed a twenty year career as an attorney in the Office of Federal Operations at the U.S. Equal Employment Opportunity Commission from 1987 through 2007. Mr. Names received his undergraduate degree in Linguistics in 1982 from the University of California, San Diego, and his J.D. in 1986 from American University, Washington, D.C. He is a member of the Bar Associations of both Virginia and the District of Columbia.
