Profile

Maxanne (Maxie) Witkin is a retired Senior Executive with over 35 years of Federal service. She was formerly the VA’s Senior Executive responsible for civil rights adjudication. During her 11-year tenure, the VA issued over 13,000 EEO merit decisions with a reversal rate of less than one percent. Maxie also served as a Chief Administrative Judge with the Merit Systems Protection Board and as the first General Counsel of the DOD school system. Earlier in her career, she supervised the Department of Navy’s EEO complaints processing program and was a staff attorney and litigator in the Department of the Navy’s Office of General Counsel. Maxie earned undergraduate degrees in political science and journalism from Syracuse University and holds a graduate degree in public administration and law degree from George Washington University. She is an active member of the Virginia State Bar.
Maxie is a member of the Senior Executive Association’s Board of Directors and Tour Guide at the John F. Kennedy Center for the Performing Arts in Washington, D.C. Most importantly, she is the proud mom of two adult sons---Norman and Sam.
