Profile

As Strategy Officer with the Office of Strategy and Development, Tom provides nation-wide support and partnership for all mediators and managers to achieve the highest levels of service delivery in each of the FMCS core missions – industrial relations, negotiated rulemaking and administrative dispute resolution. As FMCS has rapidly re-tooled to adjust to the changing Labor Relations landscape caused by the Covid-19 crisis, Tom has worked closely with his OSD colleagues to develop a team of Meeting Tech’s who provide Technical assistance to FMCS Field Mediators who are now providing Mediation and other services using the latest virtual meeting platforms. From 2016 to 2019 Tom served in FMCS’s Seattle Regional Office as a Mediator and Trainer. Tom served as the Program Manager for the Seattle Federal Executive Board Shared Neutrals group from 2009 to 2016. During this period, he co-developed and led successful conflict resolution training programs for Federal sector managers and employees in California, Colorado, Oregon, Washington and Washington, DC. Tom was certified as a Mediator Practitioner in Washington in 2007. Since then he has mediated hundreds of collective bargaining disputes, employment discrimination and whistleblower complaints and grievances. He also taught mediation training seminars at dispute resolution centers in the Pacific Northwest, the EEOC, the FMCS Institute and the King County Interlocal Conflict Resolution Group. In 2021, Tom served as a Practice Leader in Mediation for the National LERA Organization’s Dispute Resolution Interest Section. Tom specializes in delivering high-quality workshops at major conference events, and the list of his well-attended engagements at large events is long. Tom holds a bachelor’s degree in Business Administration and a master’s degree in Counseling, both from the University of Nevada (Reno).
