Mr. Schimansky began his professional career in 1984 as a Labor Relations Specialist in the national office of the Federal Labor Relations Authority (FLRA) after receiving an MA in Labor and Industrial Relations from the University of Illinois. From 1986-1992, Mr. Schimansky was a Staff Associate at the FLRA’s Federal Service Impasses Panel (FSIP) component, eventually rising to the position of FSIP Executive Director in 1996, where he was responsible for providing leadership and supervision to its professional staff in the investigation, analysis and resolution of negotiation impasses between Federal agencies and the labor organizations representing their employees, and providing guidance to the FSIP’s seven political appointees. Since his retirement from the FLRA in April 2016, Mr. Schimansky has been selected from the Federal Mediation and Conciliation Service roster of arbitrators by various parties as a grievance and interest arbitrator specializing in the Federal sector labor disputes. He also worked for 11 months as an Alternative Dispute Resolution Specialist in the Air Force General Counsel’s office, is an instructor with the Federal Employment Law Training Group, and a consultant with the National Science Foundation during its current successor collective bargaining agreement negotiations. Mr. Schimansky is recognized as an expert in the Federal sector labor-management relations program.
