Ellen Chubin Epstein is the Principal Deputy Special Counsel at the U.S. Office of Special Counsel (OSC). Prior to joining OSC, Ms. Epstein served for seventeen years as an Assistant U.S. Attorney in Washington, D.C., mostly in the Fraud and Public Corruption Section. She served as the lead prosecutor in federal trials, led grand jury investigations, and supervised federal law enforcement agents from the FBI, IRS, and Offices of Inspector General. Notably, Ms. Epstein worked on multiple investigations of fraud against the government involving disclosures by whistleblowers. Ms. Epstein began her federal career at the Office of Special Investigations of the Criminal Division at the U.S. Department of Justice, where she investigated and prosecuted individuals who assisted the Nazis in persecuting civilians during World War II, and prior to that worked at the law firm of Covington & Burling. She received her law and undergraduate degrees from Harvard University.
