Profile

Merritt Weinstein has spent much of his career working for the Federal Labor Relations Authority (FLRA). He started his career at the FLRA as an attorney in the Office of the General Counsel (OGC), where he investigated unfair labor practice (ULP) charges and representational issues. After several years working for OGG, Merritt transitioned to the FLRA’s Collaboration and Alternative Dispute Resolution Office (CADRO) as a Senior Dispute Resolution Specialist, where he assisted federal agencies and labor unions resolve complex workplace disputes, and provided training and facilitation services that focused on helping labor and management representatives grow healthy workplace relationships. After spending almost two years in CADRO, Merritt worked for the Federal Service Impasses Panel as a staff attorney to ten Presidential Appointees, providing guidance and advice over collective bargaining impasses, including researching and preparing advisory recommendations on novel legal issues with potentially far-reaching implications across the Federal government. While working for the Panel, he used a variety of dispute resolution techniques to assist parties in overcoming impasses prior to third-party intervention. This past February 2021, Merritt rejoined CADRO and is now once again serving as the Senior Dispute Resolution Specialist and a ULP Settlement Official, helping parties resolve ULPs prior to and after OGC has found merit to the ULP charge and issued a complaint.
