Profile

Shamar Cowan is a Senior Attorney-Advisor (Labor and Employment) for the National Credit Union Administration (NCUA) and has served in this role since 2019. In that capacity, she is responsible for representing the NCUA in complex litigation matters before the EEOC, MSPB, and the FLRA. She also serves as lead counsel on all labor law matters, to include representing the NCUA in arbitration matters and recently served as agency counsel on the NCUA bargaining team for CBA term negotiations. Ms. Cowan has 20 years of diverse experience in the field of labor and employment law and in addition to her litigation experience she has also managed a labor relations program and served as Chief Negotiator in collective bargaining. Ms. Cowan began her career as a Labor Attorney with the Federal Labor Relations Authority (FLRA) in 2003, and as an FLRA Labor Attorney she investigated and litigated unfair labor practice (ULP) charges. Over the course of her career, Ms. Cowan has also held positions at the Office of the Comptroller of the Currency (OCC), Government Accountability Office (GAO), Government Publishing Office (GPO), Department of Homeland Security (DHS) and D.C. Water Authority, serving as both an Attorney and Labor and Employee Relations Specialist. Ms. Cowan received her undergraduate degree in Political Science in 1999 from Spelman College, Atlanta, GA, and her J.D. in 2002 from Howard University School of Law, Washington, D.C. She is a member of the New York State Bar Association.
