Blake McGaha is currently the Executive Director of the Services for Exceptional Children Department with Fulton
County Schools in Metro Atlanta, Georgia. As the Executive Director, he manages a $168 million budget
supporting over 2,100 employees and ~10,000 students with disabilities across 106 schools. Blake has
restructured the department in such a way to drive instructional outcomes that promote student academic,
behavioral, and social success. Most recently, the department has developed a set of clear expectations for special
educators that defines their expected belief system, knowledge base, skill sets, and intended behaviors outlined
as the Core Behaviors of Special Educators. To further support this work, the department hired 26 Specially
Designed Instructional Coaches who will support the growth of special educators through job-embedded,
instructional mentoring.
