  • Washington, D.C. – As local and state governments are beginning a phased reopening of their economies, the International Code Council has compiled a guide of safety precautions and considerations for businesses looking to resume in-office activities. Acting as an aggregate information hub, the Code Council’s Coronavirus Response Center offers relevant information for building professionals and potential occupants to understand the impact the pandemic has had on the industry, as well as for companies who are currently creating plans and strategies to move back into their offices.

    Ahead of reopening efforts, the Code Council has made it a priority to educate businesses, office managers and building safety professionals on an important but often-overlooked safety precaution – preparing an office building for re-occupancy. With many buildings reducing or turning off normal system operations during stay-at-home orders, it is critical to properly inspect and prepare a vacant building ahead of resuming regular activities. Without proper preparation and maintenance, the building may pose unrealized hazards to incoming occupants, whether from a heating, ventilation, and air conditioning (HVAC) or plumbing system to a powerless carbon monoxide detector. 

    Due to the wide range of aspects necessary for reopening a previously unoccupied building, the Code Council’s Coronavirus Response Center covers topics include:

    • Addressing any temporary changes needed to building access and exit patterns to accommodate temporary reopening protocols such as employee health screenings, disposal of PPE, or any areas specifically designated for decontamination.
    • Visually inspecting and testing the operation of building entrances and exits including doors, revolving doors, and garage doors for proper operation and ensure they are free from obstructions.
    • If a building’s water distribution system has been shut down or seen reduced flow, flushing the pipe system with clean, potable water to remove any unwanted debris.
    • Facilitating adequate physical distancing protocols, and considerations for revising maximum occupant loads for all buildings and spaces to accommodate 75 gross SF/occupant.
    • Closing common areas where personnel are likely to congregate and interact or enforcing strict physical distancing protocols.
    • Guidance on disinfecting communal areas from FEMA and the CDC

    “COVID-19 has had an unprecedented impact on our society, both economically and socially. As we continue to learn to navigate the new normal and discover what that actually entails, having easy access to information on topics like how to properly prepare a vacant building for reoccupation is crucial, especially during reopening efforts,” said Dominic Sims, CBO and CEO, International Code Council.

  • Washington, D.C. – The American National Standards Institute (ANSI) has announced that it has approved the RESNET/ICC Standard 850-2020.  This new ANSI standard sets the technical specifications for the inspection, testing and labeling of a home’s water efficiency.  Development of this standard was the culmination of a partnership between the Residential Energy Services Network (RESNET) and the International Code Council dedicated to improving the performance and affordability of residential construction.

    The release of this standard comes at a time when water resources are becoming increasingly strained in many parts of the country with the cost of water prices increasing faster than that of energy prices. Water price increases are not based solely on availability of water, but also are significantly impacted by the costs to upgrade aging water infrastructure and water utility rate structures. The potential for water cost savings through water efficiency measures is available in nearly all regions of the U.S.

    The ANSI/RESNET/ICC Standard 850-2020 will also serve as the technical requirements for RESNET’s residential water efficiency rating system, known as HERSH2O.  The national roll-out of HERSH2O will be announced soon with additional information available at RESNET HERSH2O.

    Jacob Atalla, Vice President of Sustainability of KB Home commented, “At KB Home, water efficiency is a standard with every home built. With this HERSH2O rating, we now have quantitative ways to measure the water efficiency and be able to communicate it to homebuyers. It’s a step toward educating the consumer and for the builder to do better going forward.”

    RESNET Executive Director Steve Baden added, “RESNET owes a debt of gratitude to the ICC and members of the SDC 1100 and the countless hours that energy efficiency and water efficiency professionals volunteered on the RESNET working groups that developed the draft standard.”

    “In response to the strain on water resources and increased costs, the Code Council and RESNET recognize this important need and came together to create the RESNET/ICC 850 standard,” said Code Council Executive Vice President and Director of Business Development Mark Johnson. “The market needed a consumer-friendly index for comparing the savings that different home efficiency practices could provide. We know that the costs of water and sewage services are rising at rates higher than inflation and these costs are important drivers of housing affordability.”

    Jonah Schein, national program manager for homes and buildings at the EPA WaterSense program said, “WaterSense has supported the HERSH2O initiative from the beginning. We see as a great opportunity to leverage the rating infrastructure of all of the individual raters who have a great background in building science in the building industry to give them tools and education to be a positive force when it comes to water efficiency in the built environment. Moving forward we hopefully hope that any HERS Rater out there can turn to HERSH2O and provide their clients and their builders easy-to-understand metric of how efficient that home is performing regarding water.”

  • Brea, Calif. – ICC Evaluation Service (ICC-ES) recently published an evaluation report for Alfrex, LLC, exceeding the client’s expectations in both timeliness and service. Turnaround time on evaluation reports is a key concern for many clients in the building industry, as it directly affects the speed and success of the product entering the market. In the last ten years, ICC-ES has substantially improved the completion time for thorough and timely evaluation reports with a focus on client solutions and product innovation – with the median number around three months from start to finish.

    ESR-4566 was evaluated in compliance with the 2018 International Building Code® (IBC®) for a Metal Composite Material (MCM) panel evaluated under ICC-ES Acceptance Criteria (AC) AC25. A durable, versatile and affordable architectural facade, MCM has been a key element in exterior wall cladding construction since the early 1980s.

    A proponent of ESR-4566 was particularly pleased with the speed of service provided by ICC-ES in obtaining an evaluation report. “I have been involved in writing MCM and cladding ESRs for over 30 years and have never had the experience of cooperation and drive as was exhibited by Dr. Mahmut Ekenel and the ICC ES staff,” said Andy Williams, Consultant for Alfrex, LLC. “Even with expedited service, we did not expect to have a completed report as quickly as this project moved, which was less than 45 days from the creation of the statement of work to completed report. Dr. Ekenel was easy to contact and responsive which made the process move far smoother than my experiences in the past.”
